Restrictions regarding issuance of working visa in Russia

• An employer shall notify inspectorate of the federal tax service of Russia (within 10 days) after obtaining working visa for a foreign national employee  and entering into an employment agreement with him/her 

• An employer shall provide foreign national's compliance with the rules of staying within the territory of Russia. The employer shall incur all financial and medical expenses as well as expenses associated with staying, traveling and departure of the foreign national 

• An employer shall notify migration service in case of violation of an employment agreement by the foreign national employee. Moreover, an employer shall notify migration service in case of anticipatory repudiation of the agreement 

• An employer shall migration-register his foreign national employee at the address the company’s location (notifying registration) 

• A foreign national is entitled to work within the territory of the subject of Russia where he has obtained labor permit (where the employing company is registered as a legal entity) 

• According to the rules in effect a foreign national cannot:
  
  — work at a company which is engaged in retail of any alcoholic beverages (including beer) if the number of foreign national employees is more than 25% of the total number of employees
  
  — work at a company which is engaged in retail of pharmaceutical goods
  
  — work at a company which is engaged in retail at markets and other places outside of the retail stores
  
  — work at a company which is engaged in any sport activities if the number of foreign national employees is more than 25% of the total number of employees 

• A foreign national is obliged to provide an education diploma which should be legalized in accordance with law  (apostille / consular certification) 

• In order to obtain a work permit a foreign national shall acquire a statement of good health within the territory of Russia (within the territory of the subject of Russia where he/she applies for work permit) 

• A foreign national has freedom of movement within the territory of Russia except for the territories that require a special permission for entrance
