Obtaining highly qualified specialist status in regions
Throughout the period from the mid 2010 to January 2013 the only office of the Federal Migration Service that processed documents for foreign national highly qualified specialists was located in Moscow.
Therefore, the companies registered in other regions of the Russian Federation had to send documents to Moscow in order to obtain work permits for foreign national highly qualified specialists. It could be done in two ways: by regular mail service (courier service) or by sending on a mission company's employee so that he/she could apply documents in person.
In practice, the mentioned above means did not always work properly or lead to considerable financial expenses and time expenditure. The main problem was discrepancy between the concluded labour agreement and the requirements set by the Federal Migration Service. While concluding a labour agreement, an employer shall take into consideration the fact the it should comply not only with the requirements set by labour law or the discussed with a HQS conditions of work, but also with requirements set by Federal Migration Service. Hence negotiation of the documents with FMS was very time-consuming and complicated process for those who were not situated in Moscow city and Moscow region.
For that reason it was decided to make some legislation amendments and starting from January 2013 many offices of FMS began to accept documents of foreign national qualified specialists for processing. These offices are currently located in the following regions:

- Altai Krai
- Zabaykalsky Krai
- Kaluga oblast
- Krasnodar Krai
- Novosibirsk Oblast
- Rostov Oblast
- Saint Petersburg and Leningrad Oblast
- Sakhalin Oblast
- Sverdlovsk Oblast
- Stavropol Krai
- Tyumen Oblast
- Khabarovsk Krai
- Khanty-Mansi Autonomous Okrug - Yugra
