Temporary residence permits outside the quota

Russian laws make it possible to obtain a temporary residence permit without the need to go through the quota system. It means that a foreign national falling into the following categories will not have to apply for inclusion in the quota and may start the TRP application process immediately:
1 – the foreign national was born within Russia
2 – the foreign national was born within the RSFSR (Russia when it was part of the Soviet Union)
3 – the foreign national’s spouse is a Russian citizen registered at his or her place of residence in Russia
4 – the foreign national’s parents (one or both) are Russian citizens and are found to be incapable of working (upon reaching the retirement age, or because of a physical disability)
5 – the foreign national is found to be incapable of working (upon reaching the retirement age, of because of a physical disability) and has a legally competent child who is an adult of legal age and a Russian citizen
6 – the foreign national participates in a governmental program to assist in voluntary resettlement to Russia of Russians living abroad (this program does not apply to Moscow and the Moscow Region)
7 – the foreign national has joined the Russian military; in this case, a TRP is issued for the duration of his or her military service
8 – the foreign national has a minor child (i.e. a child under 18 under the Russian law) who is a Russian citizen
9 – the foreign national who has an adult child (who is a Russian citizen) of legal age, but the child is found legally incompetent (has limited legal competence)
10 – the foreign national is a minor child or an adult legally incompetent (partially competent) child of a parent (see below), on condition that he or she applies for a TRP together with his or her parents who are foreign nationals and fall under the categories mentioned in sections 1 - 9
11 – the foreign national is a minor child provided that one of his or her parents is a Russian citizen
12 – the foreign national is an adult child who has been found legally incompetent (partially competent) provided that one of his or her parents is a Russian citizen
13 – the foreign national is a citizen of Turkmenistan and has obtained a "Permit for Migration from Turkmenistan to the Russian Federation"
14 – the foreign national has invested in Russia a certain amount of capital that is specified by the Russian Government (this amount has not been set yet)
