Russian citizenship: a “simplified” procedure
To obtain Russian citizenship in a simplified procedure, one has to meet the following conditions:
- A foreign national has become a permanent resident of Russia and also
one of the following grounds apply:
- A foreign national was born within Soviet Russia (RSFSR) and was a Soviet (USSR) citizen
- One or both parents of a foreign national is (are) Russian citizen(s) and also live(s) in Russia (Russian citizenship by itself is not sufficient, the parent absolutely must be registered at a residential address in Russia)
- A foreign national has been married to a Russian citizens for more than three (3) years (please note that being married to a Russian citizen does not entitle a foreign national to submit a citizenship application, because being a permanent resident of Russia is one of the necessary conditions for a citizenship application)
- A foreign national is a citizen of an FSU country and also has earned a secondary trade (technicum) diploma or a university degree in Russia after 01 July 2002
- A foreign national is unable to work (because of superannuation / disability) and has a legally competent adult child who is a Russian citizen (who is older than 18)
- A foreign national has a minor child (a child under 18) who is a Russian citizen and also the other parent who is (was) a Russian citizen, has died or has been adjudged missing / legally incompetent / partially legally competent / or whose parental rights have been revoked or restricted
- A foreign national has an adult legally incompetent or partially competent child (a child over 18) who is a Russian citizen and the other parent who is (was) a Russian citizen, has died or has been adjudged missing / legally incompetent / partially legally competent / or whose parental rights have been revoked or restricted
- A foreign national used to be a Soviet (USSR) citizen and has lived and is still living in an FSU country, and also has not become a citizen of that country, and is a person without citizenship
