Special features of obtaining work permit process

  • An employer who wishes to hire a foreign national who enters the country on non-visa basis must, first of all, obtain a quota 

  • Ministry of Labor and Social Protection of Russia sets forth a list of professions and occupations for which the issuance of quota is not needed 

  • After obtaining quota (or in cases when the quota is not needed), the employer is entitled to enter into an employment agreement which may be used as grounds for issuance of work permit (WP) 

  • A foreign national who has obtained WP has the right to renew the term of migration registration (notification registration) for the term of WP's validity 

  • A foreign national who has obtained a WP has the right of migration registration at the employing company's location 

  • Unlike highly qualified specialists and foreign nationals with working visa, foreign nationals who enter the country on non-visa bases shall be subjected to the process of fingerprinting 

  • Foreign nationals who enter the country on non-visa basis are not obliged to provide a document that confirms their education (except for the cases of issuance of WP without quota) 

  • Foreign nationals who enter the country on non-visa basis, employed by individuals and are not involved in business activity, are entitled to apply for a "patent":

    — a foreign national who has obtained a patent is entitled to enter into an employment agreement or into service contract with individuals - Russian citizens only. To enter into an employment agreement with a legal entity a foreign national must obtain work permit

    — an employer, being a Russian citizen, is entitled to enter into an employment agreement or into a service contract with a foreign national who has patent on the condition that the subject matter of such agreement/contract is  the activity  that would not involve entrepreneurial activity. It can be connected with private needs (such as babysitting, hairstylist, driving, providing security etc.) or involve repairing (constructing). Such occupations as plumber, carpenter, woodworker, bricklayer, roustabout etc.
