Russian citizens’ obligations and restrictions

  • All Russian citizens 14 years or older living in Russia are required to have a domestic passport (a citizen’s general passport), while those living outside Russia must have a “foreign” passport (a passport for international travel)
  • A domestic (citizen’s general) passport must be replaced when the holder turns 20 and 45
  • It is strictly prohibited to make any marks in a passport that do not meet the requirements set by law (such marks would make a passport invalid)
  • All Russian citizens, as well as foreign nationals, are required to register at their place of stay or residence in Russia:
  • //if they change their place of long-term residence – within seven (7) business days of moving to the new address
  • //if they stay temporarily at a place which is not the address of their registration, provided they stay there for more than 90 days, they must get registered within seven (7) days after the 90-day grace period expires. A Russian citizen can obtain temporary registration for a period of up to five (5) years
  • To be able to cross the Russian border and travel internationally, a Russian citizen is required to obtain a foreign passport (a special passport for international travel) which can be issued for no more than 10 years
  • A Russian citizen must pay taxes and tariffs set by the government
  • A Russian citizen must serve in the Russian military
  • Russian citizens’ right of free movement and the right of freely choosing the place of stay and the place of residence within Russia may be restricted (the terms of these restrictions must be set by law)
  • A Russian citizen’s right to exit Russia may be restricted temporarily
