Specifics of permanent residence in Russia

  • After obtaining a permanent residence permit, the foreign national shall obtain registration at his or her residential address for five years. This registration is considered to be permanent, but it depends on the expiration date of the permanent residence permit (it is extended if the permanent residence permit is extended, and revoked if the permanent residence is revoked).
  • If the foreign national who is a permanent resident of Russia exchanges / renews his or her passport, no changes need to be made to the permanent residence permit
  • After obtaining a permanent residence permit, citizens of countries who generally need a visa to enter Russia, no longer need to obtain a visa. They have to present their passport and the permanent residence permit to cross the Russian border (re-enter Russia)
  • A foreign national who has become a permanent resident of Russia, just like a holder of a temporary residence permit, is entitled to work in Russia without having to obtain any additional permits or approvals, including work permits
  • A foreign national who has received a permanent residence permit is entitled to work anywhere in Russia, throughout the Russian territory (the location where the permanent residence permit was obtained is irrelevant)
  • A foreign national who has obtained a permanent residence permit, shall be entitled to receive social services. Social services shall be available to him or her to the same extent as to Russian citizens. Any restrictions on social services can only be imposed under international treaties between Russia and the home country of the foreign national who has become a Russian permanent resident
  • A foreign national who has received a Russian permanent residence permit is entitled to become a sole proprietor (registered sole entrepreneur) in Russia
  • A foreign national who has received a permanent residence permit CANNOT be conscripted into draft military service in the Russian armed forces
  • A foreign national who has received a permanent residence permit, if he or she so desires, can join the Russian military as a contractor, or work in the Russian armed forces as a civilian employee
  • After receiving a permanent residence permit, a foreign national acquires some voting rights in Russia extending only to local government and local referenda
